Fermi submitted an application to the NRC for 4 new AP1000s in TX, according to this article. The application isn't public so far. It will be interesting to see if the NRC can approve a plant of this scale, with an approved design, in 18 months.

Implementation is important here. Most emergency communication both to and from the public now passes through a data center. By the numbers this increases reliability and flexibility. But not if a link in the chain is removed.
