Thank you John Cosgrove FRCGP for your years of service to the NHS.

It says something, that in order to be able to provide patients the level and standard of care we want to, many of us are leaving the NHS as it’s been made unsafe and GP services cut to the bone.

This is the crux. Mr Hopson has to push ARRS either because he feels it necessary, or because he's been told to. It doesn't really matter. When disaster inevitably comes because of the missing doctor's expertise, the GP practice is accountable, not Mr Hopson.
