If this came to be, people in states that don't require age verification would have to drop off their VPNs to connect to adult sites. Just one more hit at personal privacy.

There are pros and cons to this. I'm Gen-X so I believe in "owning" my media, i.e. my music, movies, books, etc., when possible. Software service subscriptions though can be a win because we can use them when needed, pause them when not, and no upgrade fees. So it just depends.
