This paper takes effects of Tulsa pre-K on high school graduation to predict lifetime earnings effects. Even if we assume very modest proportion of increased college attenders get degrees, lifetime earnings benefits 2.65 times pre-K costs

As someone who lived with her grandma growing up because she was free child care (and lovely and amazing) this is obvious. But data crystallizes anecdote.
