At least in Vancouver, noone will have to stockpile plastic straws or bring straws with them. 1. The plastic straw ban applies to businesses. Vancoufur could still provide long straws. 2. Businesses can give straws on request. 3. Stores can still sell boxes of plastic straws.

Why does it always seem like politicians downfall is expensing stuff that they're not allowed to expense? When I worked for a company that let me expense stuff, I had to submit a receipt for everything and it had to be approved by like at least 3 people.
