So, according to section 301(3) of the constitution of Zimbabwe, not more than 5% of the annual budget must be set aside and allocated to the provinces and local authorities. These are popularly known as DEVOLUTION FUNDS. Therefore, the 2025 budget allocates ZiG 13.6 billion

An important assessment, ZiG 13.6 billion, is to be shared amongst the country's provincial councils ( if they are in existence) and both the urban and rural councils. Provided different needs and priorities for different local authorities and councils .
