The fiscal plan I helped write needed $80 oil to balance the budget without raising taxes. Oil is at $50. It requires a new plan.

Budget observation: Astonishing how low resource revenues will be in 2015 at $2.9B. Peaked at $14.3B in '05; hasn't been this low since '98.
