Nope. Walmart/Target/Costco contain essential items (toilet paper, soap, food). HD/Lowe’s equipment to fix pipes or repair ur home. Aka, essentials. Salons, restaurants, bars do not have essential products. The beach is not essential. It’s about limiting being out/around people.
