Tartu, Estonia (pop. 95 000) has Europe's 4th most popular bike share system per capita. Tartu isn't big, dense, warm, flat, or rich. But bike share is part of public transit, affordable, and available everywhere. tartu.ee/en/news/tartu-…

If congestion is measured by time in A to B car travel, not much has been proven to reduce it. Not road capacity, transit, or bike lanes. Free up road space, and traffic comes back. But some solutions allow an escape. YES to bike lanes, transit, sidewalks, and shared mobility.
