Just found out my small independent business which has suffered greatly due to the pandemic is being denied a government grant by City of London because my landlord HAS NOT given me any rent relief. How does this make any sense?

Surely I'd be more less eligible for the grant if I have recieved rent relief but my landlord refuses to budge City of London
