40 states have now adopted Medicaid expansion. Medicaid expansion ballot initiatives have been successful in all states where they have gone to voters: ID, ME, MO, NE, OK, UT, & now SD. But, of the 11 remaining non-expansion states, most don't have ballot initiative processes.
