I guess it depends on your definition of the word "negotiating". The EU seem to think that, having fallen for it once, Starmer will keep on making substantive concessions merely to keep the process going. They might well be right about that, since his real aim is not protecting

Well we will try...but it is a very risky strategy. The Bill isn't fit for purpose now and it isn't always, or even often, possible to correct these things in the Lords. Those who are unhappy about how it looks, as I would be, should vote it down now.
