Fun fact: The reason opponents of car-free JFK went to the ballot (democracy) instead of a CEQA lawsuit (opposite of democracy) is a law I authored — SB 288 — which exempts projects like JFK from CEQA. So SF went the democracy route & the voters resoundingly chose car-free JFK.
