This is a choice from government. They could've made the language explicit in the legislation & we'd be nowhere near this. They could've changed the Civil Service Code to say civil servants can be asked to break the law but they don't want to. So they've deliberately fudged it.

It is astonishing that the Minister with responsibility for the civil service would choose to trash the very people he has responsibility to lead, inspire and motivate. He has chosen cheap political point scoring over making the case in govt for CS depts to be fully resourced.
