Last year I asked the Home Office how many times powers under section 40 Police Act 1996 had been used....The answer was essentially NONE over the last 14 years. [Presuming if they had done they would have had some record of it].

It’s worth noting the banning of Maccabi Tel Aviv fans has led to some commentary which may be covered by the meaning of “racial hatred” under s17 Public Order Act 1986 which includes hatred against a group of persons defined by reference to… nationality (incl. citizenship)

Good to hear no further action will be taken against Mr Linehan. I wrote about the case in September. There are many questions still to be answered by the Metropolitan Police here - not least: What level of seniority reviewed this case before the arrest? spectator.co.uk/article/the-qu…

Very interesting piece by Stephen Bush here on West Midlands Police and the ban on Maccabi Tel Aviv fans. Definitely worth a read. It was only a year ago that West Midlands Police was moved out of "special measures" by the Chief Inspector of Constabulary.

Wonder how this news is going down on the 7th floor of New Scotland Yard… Baroness Casey was supposed to return to the Met two years after her Review. That was March this year and I’m told she’s still not been back….. yet.

Interesting by Stephen Bush on policing today. Because: 1. Asks what could be applied to policing from the great Nick Gibb Robert Peal book. 2. Suggests SMALLER forces. Against the grain of common thinking - but there could be something in this. ft.com/content/e108f4…

Interesting paper by Policy Exchange colleagues - proposing a ÂŁ115 billion a year cut to existing public spending with around a quarter of that used to finance increases in spending on defence and law and order. Ben Ramanauskas Iain Mansfield
