Presidential Advisor & Assistant Sec. of War, John J. McCloy, helped form the CIA via the SSU/OSS & oversaw the US run Japanese prison camps during WW2. McCloy then went on to serve as chairman of the World Bank, Council on Foreign Relations & the Ford Foundation.

They did this in the 60's too. Ford Foundation would fund radical events to redirect momentum to black capitalist work or non profit ventures. This included Congresses of Black radicals. Robert Allen dedicated an entire chapter to it with examples in NJ and Chicago
