This is so ass backwards. Ending taxes on tips is only going to incentivize businesses to pay less and encourage more tips, worsening tipping culture. If anything we should be taxing businesses whose employees get a significant percentage of income from tips.

They (correctly) think their constituents are too dumb to realize that they will not net more with tax free tips or overtime. Their employers will just cut pay, hours, and salaried positions. You will get the same amount with fewer guarantees.
