When there are fractures in Tier 1, lots of students “look like” they need Tier 2 or 3 interventions, but in fact the “intervention” should target improving Tier 1.

The math standards are paired with the 8 mathematical practices. Students should ALWAYS be engaged in AT LEAST one of these practices. It is not uncommon that a math worksheet has zero of these.
