Why parrot their talking points? It’s not that they WON’T be able to, they don’t WANT to and know that threatening to withhold voluntary payments, which give them a lot of power + make media orgs susceptible to capture, versus a legal regulatory framework mandating compensation

The real story: GOO gets to continue making ad money from users reading/watching news on Chrome, but it won't show news on search results. It calls a forum to negotiate a revenue agreement a 'tax' bc it'll cost more than the peanuts $300MM it thought would keep everyone happy.
