Very misleading. The "research" (explicitly focused on risks for incumbents) is based on very odd assumptions- but the headline "forgets" that zonal saves £3.7bn-£5bn in system costs- so even in their world it still saves £1-2bn/yr Zonal is the only realistic path to lower bills.
