Not if the price signals are right. The real risk isn’t too much solar—it’s not having enough flexible load and storage to absorb the excess when it’s abundant, or to curtail when others need it more.

This is embarassingly false. 1) The moratorium DOES NOT hinder the enforcement of existing (or new) tech-neutral laws, including privacy laws, civil rights, and consumer protection laws. 2) A patchwork of state laws is tolerable for big tech but TERRIBLE for little tech.
