Our statehouse reporter Aarón Torres will be watching the eclipse from Eagle Pass today. Eagle Pass is one of the first cities in the U.S. that will experience the eclipse.

The Texas Medical Board is laying out proposed medical exceptions to the state's abortion ban.

So far it appears the proposed rule will be more general than specific. The only medical condition listed as a medical exception is ectopic pregnancy.

Bottom line on the SB4 stay argument: I think Texas's request for a stay will mostly or entirely be denied, and SB4 will remain blocked, at least until the merits argument in a few weeks.
