What does 2 metres apart “where possible” mean? Shouldn’t it just be “2 metres apart”?

Downing Street have just sent out this 137-word explanation of their new coronavirus slogan.

What the nation was looking for this evening was clarity and consensus. The truth is, the Prime Minister’s statement raises more questions than it answers. Those questions need answering if the public is going to have confidence in what happens next.

Assume “Stay Home” dropped so that workers in manufacturing & construction could be told to go to work now? And to put teachers & shop workers on notice that schools & shops might re-open in June? A new slogan won’t be enough. Detailed answers needed. Will they come tomorrow ?
