Spændende ny model for overhead, der baserer sig på et fast beløb per antal årsværk i et projekt frem for en procentsats af den samlede bevilling. Hvis der i højere grad også åbnes op for, at bevillinger kan bruges til fastansattes løn, kunne det påvirke personalesammensætningen
