The SADC Secretariat should be concerned with the Crystal Clear Code of Conduct for its Election Observers. Dr Nevers Sekwila Mumba violated Section 5.1.5, 5.1.6, 5.1.7, and 5.1.13 of the SADC Code of Conduct for Election Observers especially as regards it's Head of Mission.
