Phillip Dawson Professor Cath Ellis Kane Murdoch Thinking about the top group “unasked to do the work…”. Assume not all of these will be criminals - could some be students who shouldn’t be on the course to start with. Is there an admissions problem too? Or are these students who are intentionally aiming to defraud the system?

Phillip Dawson ian hall Kane Murdoch We call this group ‘criminal’ not because each individual is committing crimes but because it is often associated with criminal activity including admission fraud, visa fraud, people trafficking, money laundering, drug trafficking and, last but not least, contract cheating.
