Louisiana receives the highest percentage of revenue from the federal government and they are cutting taxes, they are in a big pickle if they lose $$ federal funds as they *choose* to slash revenue raising options with their tax cuts.

One thing should be clear: Yes, dominant parties draw maps to their benefit. Republicans do it, Democrats do it -- DURING REGULAR reapportionment. What's different here is Texas Republicans are trying to redraw maps for further advantage halfway thru the decade.
