Been long time since I dipped by toes in to this topic, but this seems to be opinion of David Cook (2008) also. It is also interesting how there are many parallel traditions with the same subtext but different locations named.

Thinking of starting a sort of "daily quote"/"quote of the day" for Judaism to show some of the more absurd stuff you can find Jewish texts. For starters, any city whose roofs are higher than the synagogue will be destroyed.
