The "status quo" has hospital ORs fully operational 40h per week. (8-4pm, M-F). The "innovative" idea is creating a parallel for-profit system with no designated regulator. @ongov could immediately increase capacity by 25% to 50h/week by funding extended OR hours from 7am-5pm.
