Next, Berglind Rós discussed the Icelandic case, where school autonomy was adopted, but accountability policies were 'bypassed.' Despite attempts to introduce accountability in upper secondary education, these reforms faced strong resistance
Lastly, Paolo Landri linked the three presentations, highlighting the role of ‘timing’ in driving policy change while noting that somehow paradoxically, change is often necessary to maintain the status quo. Thanks for an engaging discussion!
