What am I missing? When I cross the border to US no one stops me until I get to US border guards who ask me questions. When I return no one stops me until I reach Canadian border guards. Why is Canada going to stop people etc from entering the US?

Drove 401 west of London on Dec 25th. First time since I put snow tires on and the relatively new road there caused a swimming movement. Did not do that with summer tires and where smoother patches in road car drove normal. Asphalt roads do not cause the problem. Solution?
