Over the past 2 weeks, the Hub has supported County Level Budget Cafés across the region. The sessions provided a platform for the budget champions to analyze the counties' FY 2025/26 Programme-Based Budgets & draft memorandums ahead of public participation for budget approval

In Baringo County Budget Cafe, the Budget Champions flagged the overestimation of local revenue projections and the high wage bill. Concerns were also raised about inequities in resource allocation across wards, the undercosting and underfunding of key capital projects.

With support from the hub, Baringo County convened Persons with Disabilities (PWDs) and women-only budget cells to analyze the 2025/26 PBB through gender and disability lenses, focusing on Size and Share of allocation. Several key concerns were raised during the session.

The KES 15 million allocation for the PWD cash transfer program has stagnated for the past three financial years The allocation of only KES 1 million for the implementation of the gender policy was deemed grossly inadequate, undermining efforts to mainstream gender equity.

Allocations to women, youth, & PWD empowerment programs were also found to be insufficient. Most wards allocated only 1 million to these initiatives, with some wards making no allocation at all. The budget was further flagged as lacking gender-disaggregated indicators.

The participants called for increased and targeted budgetary allocations and emphasized the need for gender- and disability-responsive planning, implementation, and reporting.

In Nakuru, the County Budget Café brought together Facilitators & champions to analyze the FY 2025/26 budget of Ksh 20.7B consisting of 14.36 billion for recurrent & 6.34 billion for development expenditure. The county is expected to receive 14.315 billion as equitable share
