What’s so crazy about this? It’s established from the Prophet ﷺ that he prayed 13 Raka’ats.

Whether they pray 10 or 20 the whole point of Tarawīh is to recite the Qurān, and الحمد لله they always complete a full Khatm. As for the issue of the number of Raka’ats الأمر واسع.
