Worth keeping in mind that there is no "tactical nuclear warfare." Any use would be escalation signaling as in "we have the resolve to go ahead and kill a lot of people." Responding by "We also have the resolve to kill a lot of people" is the worst kind one can come up with.

This is a horrific decision. 95 % of killed or wounded by cluster munitions in 2022 were civilians. 71% were children. These banned weapons kill and maim civilians & children for decades after a war ends. Using cluster bombs isn’t protecting a country, it kills your own people
