Maybe he’s talking about the story, messaging, intent, strategy, timeliness, and audiences as the primary focus of PR in the professional sense as opposed to the platforms used to amplify that message. Merely having press runs on platforms isn’t necessarily PR. It’s long term.

You’re not wrong. The platforms are absolutely necessary. I’m assuming that the intent behind the tweet you quoted is that the mere amplification of your art on platforms isn’t necessarily PR. But the other components must be present for it to be PR.
