Covering themselves in case of delays. The wording has changed to: "commencing in the first year of commercial production". That may say a lot in itself.

Aussies on X should follow Aidan Morrison to be advised of the slow train wreck that is the transition to renewables. All orchestrated by incompetent Australian Labor politicians. Please spread far & wide so this madness can stop. x.com/FootnotesGuy/s…

This was in response to a Freedom of Information request Centre for Independent Studies put in, inspired by this brilliant take on CSIRO's refusal to disclose their model in this year's publication, despite repeated requests. 2/ x.com/jaelubberink_/…

We have another FOI document, the founding proposal for GenCost, which contradicts everything that CSIRO has just written in this refusal. GenCost was a collaboration. Not for CSIRO's exclusive benefit, but the benefit of market actors, governments and regulators. 3/

The lack of transparency in the previous "black box" model GenCost's predecessor was identified as one of the issues this project would correct. 4/

This indefinite collaboration, funded from their 'in-kind resources' (ie not a commercial contract) was meant to: "establish the report as the key source of generation cost information used by electricity stakeholders." Now they want to max-out commercial benefit?? 🤨 5/

And look here... on the critical integration costs of renewables, which is the specific bit of modelling we requested, this wasn't CSIRO's exclusive domain either. AEMO also expected to contribute. 6/

We also have meeting notes to follow up on the proposal: Self-funded, not a commercial activity. Lots of in-kind resources from other government departments and agencies. And an emphasis on transparency and openness. You can't make this up. 7/

And that important modelling method on integrating renewables wasn't just developed by CSIRO. In fact they had an "invitation only technical workshop" to design the method that they now claim the exclusive commercial rights to. 8/

Summing up, it appears that CSIRO has: - used their taxpayer funds - to call a meeting of renewables advocates - to agree on a modelling method on integration costs - to be built using in kind resources from other government agencies - to be used by all stakeholders, including
