Why do academic journals have such strict/varied formatting guidelines on first submission? (Beyond length) Isn’t formatting for a journal, only to be rejected, just a massive unnecessary cost imposed on scientists? Couldn’t scientists put their time to better use?

One of the consequences of whatever has happened to the algorithm on here since Musk took over is that it feels like we're all seeing more and more of the timeline as he's seeing it. And man, is it a small, shallow and exhausting space.
