On New Year’s Eve, Richmond Police officer Ja-Ontay Wilson shot 27 year old Orlando Carter, Jr. 3 times from behind. Witnesses of the incident say Carter was unarmed. He was then arrested by RPD and charged with two felonies. (2/3)
