Why does Pulumi (@OpenTofuOrg ) store state rather than observing the actual state on each apply like K8s?

As I watch whats happening at Columbia University; I think of all the students for whom graduation was never assured and represents years of hard work on the part of themselves and their family. I really hope they get the graduation they deserve.
