It even recommends action that I suggested to Stuart Andrew 6 months ago regarding opinion as to whether it should

3 years reset. So it was a market rather than an exchange is my theory. Or probably an OFT which requires FCA approval. Or not as they weren't financial instruments. Or were they? This whole area needs re-legislating as it is the consumer who is confused and vulnerable.
