Center for Climate Integrity Paul Chinowsky is going more into detail about the study. The study was done from an engineers perspective. The study answers "What is it going to take to protect us?" to survive in the environment tomorrow.

We're talking about major costs, 10s of billions of dollars, and will see major strains on budgets. Should taxpayers be forced to pay or the polluters who caused the problem pay for their actions?

Center for Climate Integrity But ultimately, it is the taxpayer that will feel the cost. The report confirms that there will be staggering cost on taxpayers. The highest cost we face in the next 10 years will be increasing our storm drain capacity across Pennsylvania to prevent flooding.
