I can't help but think this change isn't targeting the "elites" who won't care, but targeting the much larger group of families who'd rather their kids were in a public school, but it didn't work out for one reason or other. Eliminate the alternatives.. ?

I'll need to read the whole document, but based on the snippet it seems our ciivl servants got a taste for power during the lockdowns and mandates and want to consolidate it in the statute so they can be even more draconian next time without the need for ad-hoc legislation.
