Baltimore has a smart solution for fully funding IZ without relying on one-size-fits-all fuzzy math. It grants a tax exemption equivalent to the rent revenue lost on the required BMR units, based on rents for market rate units in the same building. ballardspahr.com/insights/alert…

Fixing building codes is the next frontier after zoning reform for creating abundant housing. WA has started chipping away at it with a single-stair bill and a bill to move middle housing to the residential code. Those two battles have just begun and there's lots more to do.

Hey housing twitter, do you know of any cities with mandatory IZ programs that use property tax abatements to offset the cost of the affordability requirement? Only ones I know of are Portland, Baltimore, and Shoreline, WA. Chattanooga's program isn't mandatory.
