Very impressive rainfall totals from east central Spain yesterday 29-Oct, The highest measured value was 491 mm in 8 hr. That’s 19.3” of rain. Wow. Since the surface gauge network is sparse, the maximum rainfall was very likely more than 491 mm.

While Rafael may not make landfall in the U.S., a plume of associated tropical moisture will meet a decaying front in the Southeast on Wednesday-Thursday. Uncertainty in the placement, but heavy, slow-moving rain & flooding is possible in Georgia & South Carolina.

Nice structural improvements with #Rafael. The satellite presentation has improved, and the latest recon pass has a much healthier wind field with highest winds near the center. Even a partial eyewall though we'll see if it sticks around. Poised for possible intensification later
