APS is largest contributor to 5 of 10 TADs, investing $434M, so far, & another $1.2B to go. APS shared concerns w/ COA that should be addressed b4 APS is put in a position to participate in new commitments in any TAD. Amendments need to happen to protect schools & taxpayers.
