Building height gets the attention, but minimum lot sizes are often the larger barrier to a place having enough housing. In the English speaking world, the idea of minimum lot sizes goes back to anti-cottage laws in the 1580s!

Four acres is huge for one house. Typical California suburbs has 1/8 acre lots, Atherton has 1-acre zoning. 4 acres is found in 'Rural Residential' or 'Ranchette' zoning in places that are within commuting range of wealthy cities but pretend to be rural or mountain lion habitat

Less than 1% of people in Northern California live on four or more acres.
