Science at gross roots is becoming unpopular bcz of poor scientific policies. There are many: Ph.D's are not preferred over masters for academic PSC jobs, Anusandhan National Research Foundation comes with new name but the funding is on hostage for so long now. There is abysmal GDP % into R&D, etc.
