I see continued, though more subtle, influences of traditional cutlure, whatever that means. For instance, I bet the use of 丙丁 must be more frequent during years where "fire" was week, such as 民国一年&二年,which were 壬子 and 癸丑, where the dominant wuxing element was water

Indeed. The Chinese word for and concept of "institution" (制度) came from the ancient I-Ching, which came about from observing how the natural world works. (天地节而四时成,节以制度,不伤财,不害民)
