I don't have a deeply formed view on metro governance. However, I would say the best structure is probably a decent sized central city surrounded by incorporated suburbs with sufficient scale to do things. Cincy the city is a bit small, and it has too many microburbs.

Looking at bigger (>750,000) counties. Interesting that Gwinnett County, GA saw a decline in children, down 2,189 (0.89%). That's worse than Fulton County.

Hamilton County, Indiana (where Carmel is located) had a decline in its under 18 population last year. Possibly related to rising housing costs. Hancock County is the new boom area for families with kids.
