Program-level assessment planning (a sort of compromise between programmatic assessment and a free for all) is in my opinion required for us to address AI in assessment. But there sure are a lot of barriers to it - see this paper tandfonline.com/doi/full/10.10…

This is an excellent paper on the need for program-level assessments to ensure development of knowledge and transferable skills. In one of our recent work - researchgate.net/publication/37…, we use program assessments to measure Graduate attributes in HE students.
